How to deal with a mooching friend?

So me and my friends (theres 5 of us) every weekend pitch money to buy weed/alcohol for the night, which is completely common I bet. And one of my friends in the group is just a straight up mooch. We all bring 20, he brings 10 or 5. We all bring a 6 pack of beer or a few grams of kush, he brings nothing. And the worst part is he is a fiend and tries to hog it all, even though it's not his. This is really starting to bug the rest of us including me, I have known my mooch friend since grade 7 and we claim to be best friends. Just to get my point across... A year ago I lent him my laptop to use, he said he would pay me $15 a month and I haven't received a dime yet. He is that much of a mooch. To make matters worse he also is not the nicest person to me, constantly disregarding me and being disrespectful in every way. I am very frustrated right now what do I do?
